DON’T KNOW ABOUT “REGULAR ORDER”?

From the late 1700’s until the early 2000’s the U.S. Congress made policy by a process called “Regular Order”(RO).
RO is basically this: A system of rules, precedents and customs used by Congress to yield orderly and deliberative policy-making. RO consists of: A) Objective assessment of relevant information; B) Collection and comparison of alternative solutions; C) Debate among all parties.
The Shadow Government, aka Deep State, cannot flourish when RO is the modus operandi.
Without RO money can be drawn from the treasury by using “continuing resolutions” (CRs) or “omnibus” bills, drafted in secret by non-elected leadership staffers, executive branch officials, and lobbyists. There are no hearings. Few, if any, members have read the bill. No, or few, amendments have been allowed. All this is contrary to RO.
