“FREE AND FAIR ELECTION” FOR CUBA?

The Helms-Burton Act enacts certain requirements which must be met before the trade embargo against Cuba can be lifted.
One requirement is that Cuba must hold “free and fair” elections.
Another requirement says neither of the Castro brothers can be in power. Fidel is dead and in 2018 Raul Castro’s term will end.
The heir apparent to Raul, Communist Miguel Diaz-Canel Bermudez, is reported to favor more internet accessibility and a more open press.
Whoever takes office in 2018, or before, will have to do so by winning a “free and fair” election if free trade is to be restored between the U.S. and Cuba.
Trump is said to be fully supportive of the Helms-Burton Act.
